Misao seeks out Kenshin, an excellent swordsman who has sworn an oath not to kill. Together the two learn of Makoto Shishio's villainous plan to set fire to the city in a symbolic act of revenge.
Shishio's plan is enacted while Kenshin and Misao help defend the city.
