He is a second-year high school student of Prefectural Sanada North High School and a member of its student council. His real name is unknown and he is always referred to with his title. Regardless of his intimidating face, something which he is oblivious of, he is actually gentle and exceptionally well-mannered. He speaks politely albeit the rough tone of his voice. He also admitted that he was a former delinquent who then reformed when the President invited him to join the student council. He is shown to be very proficient in his work and has a good reputation.

Vine is a Jaeger and a subordinate of Bel Peol. Depicted as a motorcycle-rider, with only his eyes visible due to his bodysuit clothing. He brought the Gordian Knot, which can activate a large-scale destructive Power of Unrestraint, to the Tendoukyuu (Palace of Heaven's Road) to stop the exaltation of the new Enpatsu Shakugan no Uchite (i.e. Shana).
President Boon Marukubi is a hardboiled, die-hard character who was modeled on the great French actor Lino Ventura, known for his roles in the films "Les Aventuriers" and "Touchez Pas Au Grisbi". Although he debuted in "Astro Boy: Robot Bomb", the character is not simply a villain, and he continued to portray a bungling human with a hopeless destiny who was forced to look at the dark sides of human nature.
