Makarov, is the "Master" of the guild. He is eighty-eight years old and is also one of the Ten Great Holy Mages. Makarov shows extreme dislike for the Council and all the rules they try to impose on guilds. He frequently attempts to balance reprimands from the council and the eccentricity of his guild. He encourages Fairy Tail to do what they feel is right, but he has shown some concern that Natsu, Ezra, and Gray will someday level a whole town. His magical abilities include Titan magic, giving him the ability to grow his body parts gigantic and his body into a giant sized version of himself, and can control various other forms of magic including fire, ice and wind, which give him an immense magical power. The members of his guild affectionately refer to him as Ji-san or grandpa. Makarov also sees all of his guild members as his own children and will do anything to protect them. He has a perverted side, shown when he states he wishes to be smashed by Lucy's breasts and subsequently spanks her many times as a punishment. When the Fairy Tail guild building was attacked by Phantom Lord, he didn't seem to care and shrugged off the situation, noting that Guild wars are forbidden. However, after the Shadow Gear team was ambushed in the night by Phantom Lord and crucified to a tree, he leads a full frontal attack against Phantom Lord. However, Makarov, distracted and upset, is ambushed by Aria from Phantom Lord, causing him to lose his magic and forcing the Fairy Tail guild to retreat. Erza noted that they wouldn't be able to defeat Jose without Makarov, and Porlyusica noted that Makarov didn't think over the attack and rushed into things without considering his age, calling him a fool for acting this way. After recovering, Makarov returns and defeated Jose with his "Fairy Law," a powerful spell that only defeats those he considers his enemy. Afterwards, Aria attempts to attack him again, but Makarov easily dispatches him, showing Aria's previous victory was a fluke due to Makarov losing his focus. Given his advanced age, he considers retirement, but considers Laxus as too uncaring, Gildarts impossible for some unknown reason, Mystogan as too reclusive, and Erza as too young and brash to succeed him as guild master. After hearing the damages made by the team Erza-Lucy-Gray-Natsu-Happy from Mirajane, he cried that it's impossible to retire by now. Hiro Mashima stated in a Behind the name segment in Volume 2, that he wanted Makarov to have a name that sounded Russian.
Tobi was formerly Zetsu's subordinate, and became a full Akatsuki member after Sasori's death. He now wears the same ring as Sasori, having recovered it after Sasori's death, and took his place as Deidara's partner. Unlike the majority of ninja thus far, Tobi has not been shown wearing a visible forehead protector, so his place of origin is unknown. He wears an orange mask with single eye-hole covered in a swirl pattern concentrated towards the right eye. This odd mask that covers his entire face save for his right eye. Furthermore, Tobi has several bolts or pins present on the arms of his uniform, now obscured by his Akatsuki cloak. Tobi's area of expertise remains unclear, as he has never been shown fighting. He and Deidara have defeated the three-tailed beast, but Tobi is never shown doing anything but running from it. After the battle, which goes largely unwitnessed, Tobi claims to have knocked it out with a single attack. Deidara disagrees with the assessment, claiming that it was his "artistic contribution" (exploding clay) that allowed them to win. During his fight with Sasuke, Tobi shows the ability to recover from what are presumably debilitating or fatal blows. After being slashed across the midsection by Sasuke's sword, Tobi collapses, only to stand up again a few seconds later and complain about the speed of the attack. Aside from this, Tobi has yet to demonstrate any techniques. Tobi has a very formal and correct manner of speech. While his physical appearance remains a mystery, Zetsu has implied that he is relatively young when one side of him referred to Tobi as a "good boy." He respects Deidara, referring to him as Deidara-senpai. Tobi's personality is rather odd in comparison with other Akatsuki members. While most of the members are dedicated and serious, though somewhat argumentative or even hostile towards each other when not fighting, Tobi is more carefree and goofy, much like Naruto. His personality does not please Deidara, who believes that all Akatsuki members should be serious and calm. Tobi unintentionally irritates Deidara frequently, which usually results in Deidara attacking Tobi in a comedic fashion. However, after Deidara and Itachi's death he is later seen and heard with a more serious and calm tone in his voice. The carefree side of Tobi is not seen again. Later Tobi claims to be Uchiha Madara, the founder of the Uchiha clan and first mangekyo sharingan user. He later changes his mask after obtaining the rinnegan to allow him to use both eyes simultaneously. In fourth ninja war, when he meets Naruto and Bee he says to be no one and that they could calling him Tobi, Madara or No One. In chapter 599 it is revealed that Tobi is actually Obito Uchiha who was teammates with Kakashi Hatake and Rin under the Fourth Hokage. Obito got his right side crushed when he saved Kakashi by pushing him out of the way of a rock slide. Unable to escape with his teammates, Obito had Rin implant his remaining Sharingan eye in Kakashi's damaged eye socket as a gift. After that it was believed that Obito died.

Wendy can eat air, but can't heal as well in polluted areas. Her magic allows her to heal people from the most serious of injuries, even those caused by a dragon, allowing her to use even a kiss to heal other people and can even counteract other magic; however, there seems to be a limit to how much she can use.
Obito Uchiha was teammates with Kakashi Hatake and Rin under the Fourth Hokage. Obito was frequently late for missions due to the random good deeds he would carry out, which greatly irritated Kakashi. He also seemed to have had a crush on Rin. When Rin is kidnapped during the Kakashi Gaiden arc, Kakashi, the current team leader, insisted that they continue the mission instead of saving her. Citing that those who do not save their teammates are no better than trash, Obito refused and eventually managed to persuade Kakashi to join him. During their rescue effort Kakashi lost his left eye as a result of an enemy ninja's attack, and Obito awakened his Sharingan to save Kakashi and defeat the ninja. Once finding Rin, Obito again saved Kakashi by pushing him out of the way of a rock slide, though has his right side crushed in the process. He meets his end in the film during his battle with Karen in the subway, when Karen causes a massive explosion that causes them both to be crushed by debris. Zetsu is easily distinguished by two large venus fly trap-like extensions enveloping his head and upper body, giving him a plant-like appearance. When his extensions are open and his head is visible, it is revealed that Zetsu has two different colored halves of his body, the left side completely white and the right side black. To go with this, Zetsu seems to have a split personality, as in the Japanese version of the manga the black half of his face speaks only in Katakana while the white side uses Kanji and Kana, and in the English episodes the black side has a different voice actor than the white side. The two halves also converse with each other, and occasionally differ in opinion (the black half is more serious and intelligent while the white half is carefree and easygoing). They also seem to communicate with their thoughts. To further his venus fly trap theme, Zetsu is a cannibal. Zetsu is seemingly very trustworthy, being entrusted with knowledge of Pain and Tobi's identities. He has apparently been working with the latter for some time, Tobi first appearing as his "subordinate" and Zetsu later commenting that Tobi's plans have been in the works for a long time. Zetsu's main role within the Akatsuki is to function as a spy, often acting as a hunter-nin for Akatsuki. He has been shown able to move his body and take part in the tailed beasts sealing ritual imultaneously which, in addition to being unique to him, allows him to act as a lookout while the sealing takes place. When an agent to Akatsuki, or possibly even a member, dies, Zetsu is sent to devour their bodies so as to not have their secrets revealed. Zetsu is also the one sent to retrieve the rings of dead Akatsuki members. Due to the role he plays, Zetsu is the only member of Akatsuki to act without a partner on a regular basis. Despite this, Zetsu serves as a sort of superior to other members, as they often report directly to him instead of the actual leader, Pain.
