The head and highly respected man of the yakuza that is said to fight the strong and help the weak and nicknamed "The Raging Dragon of the East". However he is revealed to be a weak ill man who gets nosebleeds when he gets overexcited, but loves his daughter dearly and only wishes for her to be happy and untainted by this world. Yet when he met Rei he could easily see the killer intent in his eyes and warned him that if anything were to happen to his daughter, he would be next.
The current Code: 03. At first glance, he seems pretty calm but goes on a rampage if anyone even brushes him. Oogami described him as the "most barbaric code breaker". He speaks using Kansai-ben. Despite his violent tendencies, he genuinely rewards kindness, and apologizes by giving gifts to people. In chapter 35, he gives Sakura a stuffed animal for her genuine concern for his well-being, and in Chapter 36, he attempts to get a golden toy for Toki as compensation for beating him up, even though he didn't want it. In chapter 36, he admits that he hates Eden, but has joined the organization so that he can take it down. A major love of his is the stuffed animal named Nyanmaru. In recent, he has mistakened Sakura as the true identity of Nyanmaru when her saying reminds him of the animated character. His ability is 'sound' which allows him to listen and identify sounds from distance, travels in the speed of sound and manipulate soundwave to attack. When he temporarily loses his power, he becomes a red-haired cat. Like Heike, he too seems to not prefer the idea of killing, as he went out of his way to save a pregnant woman and a small child from an explosion. His addition to the Code of Hammurabi is "An Eye for an Eye, a Tooth for a Tooth, and the Requiem of Fury for Evil." His Lost Form is a red cat with simple, black eyes, but he keeps his necklace on. It's later revealed that the reason Yuuki works for Eden is for the sake of his childhood friend, Makoto. As a child, Yuuki was ostracized due to his special power, and Makoto and Shigure (another special power user, a future Re:Code) were the only ones to approach him. Once, Yuuki selflessly tried to save others from the rubbles of a collapsed house, and Makoto got severely hurt protecting Yuuki. Since then, he has been in a coma, which caused Shigure to hate Yuuki and vow to kill him to avenge Makoto. In the latest chapters, Makoto is shown to partly regain his consciousness, and is able to send a message in Morse code to Yuuki, telling him to bring his friends the next time he drops by.
An odd guy who is always dressed in a Nyanmaru costume, claiming he is Nyanmaru even though they pointed out to him there is a zipper on his back. He is the only other confirmed "Rare Kind" and has the ability to nullify other powers. He's rather crafty, and takes advantage of the Code:Breakers (namely, Ogami and Toki) quite often when they move into his Shibuya mansion. Although Shibuya's not in possession of any special powers, he's still an extremely able fighter. He trains Ogami Rei and Toki in preparations for the battle against "The Seeking One," and forces them to call him "master." Shibuya's later revealed to be "The Seeking One"'s sword teacher and Sakura's biological father. He wears his costume to prevent Sakura's memory from awakening, and wishes for her live a normal life, a fate usually denied to a Rare Kind. Only Rui knows his secret, and often uses this to threaten him. Like Sakura, when he temporarily loses his Rare Kind's power, he takes a miniature form of himself. In the battle between the Re:Codes and the Code:Breakers, Shibuya remained on a neutral stance, and didn't participate in the fight until "The Seeking One" had retrieved the Pandora box. In the next arc, he temporarily removed his costume and rescued Sakura, Ogami and Haruto from the Code:Breakers.
Zorin Blitz is another of Millenniums officers, charged with the mission of assaulting Hellsing HQ. Her forces are met by stiff resistance from Seras and The Geese, but her illusion abilities makes her a fearsome adversary. Zorin's most remarkable features are her tattoos, covering one half of her body, and her weapon, a giant scythe.

A classmate of Sakura's, and the Student Council Secretary. For no reason at all he would set up a table in the middle of a hallway and drink some tea. He seems to enjoy bondage, as he constantly carries a book around with the cover having the woman in a kinbaku. He is later to be revealed as a Code: Breaker as well, under the code-name 02 (and with this all the even Code: Breakers have been introduced: 2, 4, and 6). Like Rei he also uses the same Code of Hammurabi, but instead of Evil for Evil he replaces it with "and eternal shackles for the evil." He also doesn't seem to prefer killing his targets, stating that "life is precious." Heike's power is controlling light. His Lost form (the form each Code:Breaker takes when he/she temporarily loses his/her special power due to overuse) has not been revealed, as Heike always wears a full-body metal armor to cover himself when in his Lost form, but others describe it as "something incredible". In chapter 109, it's revealed that Heike is actually over 100 years old. He was born in the Meiji era and enlisted in the Imperial Army, all the while concealing the fact that he had a special power. At that time, the government was secretly carrying out a project to exploit the powers of power users, who were said to be of great aids to Japan in times of crisis. However, as Imperialism took over, the Imperial Army started a relentless purge of harmful and rebellious power users. It was at that time that Heike met the Code:Emperor, who were using his flames to protect fellow power users. Enchanted by the Emperor's strength, Heike joined him, and with 2 others (making them a group of four), founded Eden, an independent organization with focus on the research of special powers. Heike's shown to have a berserk side, which Yukihina describes as being akin to a mad dog, in contrary to his usual composure and just attitude.
