She was created to be the epitome of everything mortal men desire. She appears on Earth as a busty blond with a bubbly personality and the intellectual capacity of a typical household appliance. She exudes an aura of desirability so powerful that all men she encounters will eagerly do anything she wishes, with Aoi and Maya being the only exception. Women are not affected by this power, and in fact find her rather unpleasant. She also speaks in third person exclusively. As an adult, Pandora can do almost anything with her divine power, which makes her especially dangerous when combined with her poor impulse control. Her special ability, the Goddess Wish, channels her divine energy into a Wish that she usually doesn't specify-- in Volume 2 she changes a store owner's entire shop into solid gold as a thank you for helping her. When Pandora uses a Wish, she is reverted to a "lolita" form, where she looks and acts like a more well-behaved ten year old girl. To change back, Pandora always needs her slave Aoi around to kiss her and restore her powers.

Sophia Esteed is a childhood friend of Fayt Leingod. She is a 17 year old Earthling. Sophia was born on the orbital colony Moonbase and then moved to Earth. She is a fairly odd girl, at least for the era Star Ocean 3 takes place in, for she enjoys cooking, cleaning, and basic things traditionally considered "feminine". Because she is such close friends with Fayt and his parents, as well as her parents and Fayt's parents working together, she is considered a member of the family and refers to Fayt's father and mother as "Uncle Robert" and "Aunty Ryoko". Fayt Leingod is the main character of Star Ocean 3. He is a seemingly-normal college student from Earth. His father, Robert Leingod, is a famous authority on symbological genetics, a highly controversial scientific field, and does much of his work on the orbital colony of Moonbase. Fayt is somewhat lazy when it comes to his college work and takes every opportunity during his vacation to Hyda IV, a famous resort planet, to ignore that work. Albel Nox is an Elicoorian swordsman from the kingdom of Airyglyph and The captain of the Black Brigade, one of the three military forces of the Kingdom of Airglyph. He is known as Albel the Wicked, Albel is easily identified by the gauntlet on his left arm. He is an excellent combatant specializing in the katana, a special kind of sword, and in one-on-one combat he is said to possess skills comparable to Duke Vox, the captain of the Dragon Brigade. During Albel's Ascension of the Flame ceremony, which occurred when he was fifteen years old, he failed to take his place among the knights of the Dragon Brigade when he was unable to release his own individual feelings and commune with the spirit of the air dragon. He should have died for his hubris as the dragons breathed their fury upon him, but his father Glou Nox shielded him with his own body and bore the brunt of the flames, saving his life. Lord Glou Nox, Albel's father, was good friends with Count Woltar, the third leader of Airyglyph's military, and Count Woltar came to look after the young and mischievous Albel. Albel's left arm was severely burned as a result of his failed attempt to make a partnership with a dragon. His father's death has led Albel to self-loathing, as he thinks that he did not deserve to be saved as he had failed. It has been hypothesized that because of a fear that someone will sacrifice themselves to save him again, he keeps others at arm's length, so that he (and they) won't get hurt again. Regardless, Albel is socially inept; he speaks little, and that which he says is often derogatory or threatening in nature, and he often refers to others as "maggots," "worms," and "fools."
