A remnant of the strongest power user known to Eden, the "Code:Emperor's" soul which resides in Ogami's left arm (the arm of the Code:Emperor grafted into his body) and is the actual controller of his Azure Flame power. He's conceited and often looks down on the Code:Breakers, but can be easily moved to tears. After he finds out that Rui is his favorite singer "8 tears" he starts to have a crush on her. His power, beside controlling the blue flame, can be used to summon dead people's souls from hell. Later on, he's shown to take the form of a crowned young boy inside Ogami. According to him, this form is merely temporary, due to the lack of his full original strength. In the Meiji era, the Emperor, along with Heike, Sakurakouji Sakurako, and one other person, founded Eden.
The security guard of the basement in Shibuya mansion. She's a mechanical doll created by Shibuya with the power to "drain" power from power users, thus making her a perfect protector of the Pandora's box. She bars anyone from entering the basement, except Ogami, whom she seems to recognize. Inoichi used to be Sakura's caretaker when she was little and raised inside Eden's laboratory. She's programmed to protect Sakura, and tends to follow her everywhere. A mechanical doll that was created in order to protect Sakura. Her purpose of living is to protect Sakura. Sakura had a flashback in chapter 66, which revealed that she knew Inochi and was protected by her before she was adopted by the Sakurakouji family. Sakura also remembers that Inochi always stayed by her side when she slept and Sakura always sat on her lap when she was a young girl.
Annie was a friend of Mao Yenrai and somehow involved in the Red Dragon crime syndicate. She is a keen informant and in general a very sharp lady.
Appeared in episode 8. She used to be called Olivia and was neighbors with Eru, before she lost her memories. She was recycled under her current name, Andie, and now works as a marksman from Terminal Service Three.
Anita is an old friend of Harlock who lives on the Steel Planet. Harlock visits her seeking help when an act of sabotage by a cyborg infiltrator causes the Arcadia to lose its supply of water. Despite its having been transformed into an Illumidas-occupied fort, Anita refuses to leave her home, wishing that someday it could be made green again after the Illumidas defeat. Her son Zack, on the other hand, can't wait to leave, and insists that he be taken aboard the Arcadia, to which Anita sadly consents.
