The Director General of Space Patrol's Ogikubo branch. He has a strong sense of justice, to the point that his many catchphrases include the word "Justice." Although he talks big, he acts little, often relying on other characters, especially his secretary. He also jumps to conclusions, as seen when he repeatedly arrests and frees Luluco in the first episode. He is almost always seen sitting at his desk and gesturing with his extended index and middle fingers in the shape of a gun. His skeletal body constantly burns with a purple flame, which appears to be a manifestation of his sense of justice.

Karura was once princess of Na-Tunku before she was taken down and replaced with a puppet of the Shakukoporu. She is found after killing many enemy soldiers *with her bare hands* in order to escape. Even though she's royalty, she decides to live a "normal" life as "Karura", serving Hakuoro. She and her brother are the last two Giriyaginas on Earth. Her superhuman strength lets her wield a ridiculously heavy sword, thus making her a very effective shock troop, acting more like Hakuoro's tank on the battlefield and ripping through enemy troops. She's often seen carrying a jug of sake around, sometimes even on the battlefield. She appears to have known Urutori from long ago, though their shared history is never revealed. During the slave's revolt in Na-Tunku, Karura swears everlasting devotion and fealty to Hakuoro, the most sacred vow one of her kind can make. Her brother, Derihourai, becomes the new emperor of Karurauatsuurei (named after Karura), the new name she gives Na-Tunku after the slave's revolt succeeds.
