"Mage User" Kizutaka Kugi is the viewpoint character, a fifth grader who does not have any magical powers. Although he is a model student that serves as a class representative every term, Kizutaka looks down on everyone, seeing them as pawns. When he visits Risuka's household to check on her truancy, he senses she is not normal, but keeps close ties with his "pawn". Despite his arrogance, he desires to make everyone happy. Mizukura Risuka, also known as "The Red Witch of Time", is a fifth grader in the Saga Prefecture. At the start of the story, she has been magic hunting for two years, and has worked with classmate Kizutaka Kugi for a year. While she is listed on the elementary school register, she rarely attends, preferring to stay at home transcribing magic tomes and watching sumo wrestling. Born and raised in Moriyashiki City in Nagasaki Prefecture, Risuka but did not learn Japanese until she moved to Saga to search for her father, Shingo. Kizutaka calls her speech "like badly translated German" because she reverses the subject and predicate; for instance, she says, "Not kind to me, that Kizutaka is." Risuka's magic classification is: Element: Water, Type: Time, and Manifestation: Moment. Most of her magic abilities involve shedding her blood and borrowing time. For example, she can appear to heal or move to a place instantly by fast-forwarding her life. When she loses a large amount of blood, she can, for one minute, become 27 years old, which is her prime fighting and magic casting condition, and is very aggressive. (source: wikipedia)

She is a magical girl with the power to stop time. She tells Aya information about the magical girls and allies with her so they can be safer together. Unlike Aya, she does not have a problem using her power to injure or kill people who she dislikes.

Applying to become a Todai student. Aiming to enroll as a medical student, he can perform simple examination and treatment. When Yoruka, Miu, Tsukune, and him are running towards the hospital to escape from the re-animated zombies, he tells Yoruka he loves her and suggests that they date if they survive the Magical Girl Disaster. He dies in chapter 14 after protecting Yoruka and Miu from Circle Cut・M. He uses his last breath to tell Yoruka he loves her before thanking her and dying.

Matsuri is a very cheerful and optimistic girl, often thinking positively and trying to make friends with others; she also always attempts to talk things out with people rather than fight them, and often attempts to dissuade her friends from fighting with others; for example, stopping Arisa from beating up people and attempting to stop her from challenging Suzune to a duel to the death. Matsuri is also very forgiving, as seen with Suzune — who killed many magical girls to prevent the births of witches — and Kagari — who crafted a revenge gambit to make Suzune's life miserable, and was indirectly responsible for the deaths of all the magical girls Suzune killed. Not much is known of Matsuri's home-life. She had a sister, Kagari Hinata, an unnamed father, and a caretaker named Tsubaki Mikoto. Not much is given on how Matsuri relates to her family before the events of Suzune. Matsuri used to be blind. It is unknown if she was born blind or how she handled her blindness. Tsubaki often visited Matsuri's home, taking care of her and Kagari, and often told them stories. Tsubaki disappeared one day (due to becoming a witch), leaving the twins saddened, and Kagari also enraged. When approached by Kyubey after the disappearance of Tsubaki, Matsuri almost immediately wished to be able to see. The three began to search the town for Tsubaki, but failed to find her; however, they did find Suzune, after following the sound of the bell on the pendant that she was wearing - a pendant that originally belonged to Tsubaki. Kagari was confused by Suzune wearing Tsubaki's pendant, and apparently went home sometime after this discovery; Matsuri, however, followed Suzune to where she was hiding in despair near a house, and asked to become friends with her. At some point after this, Kagari, now a magical girl, confronted Matsuri and erased her memories of Suzune as a part of her revenge gambit. Despite this, Suzune would later transfer into the same school and class that Matsuri attended. As Matsuri makes no mentions nor allusions to Kagari during the story before volume 3, it can be inferred Kagari also erased herself from Matsuri's memory; the same can be said for memories of Tsubaki. It can also be inferred that Matsuri's father had his memories erased as well.
