Juvia made up 1/4th of the Phantom Lord's elite group, Element 4. She was sent by the guild master Jose, along with Sol, to go and capture Lucy and bring her back to him safely. Her magic seems to deal with water as she is able to control rain and other large bodies of water. In addition, her body is formed of water, leaving her intact and able to reform herself after attacks. Her nickname is also Juvia of the Sea, which correlates with her water controlling magic. When angry she can also control hot water. Juvia also often refers to herself in the 3rd person. Juvia has developed a deep love for Gray, and due to a misunderstanding, views Lucy as her rival in love. After being defeated by Gray, the rain above her finally clears up which she thought was beautiful. After the fight, her deep infatuation with Gray continues,and she secretly followed him when she was unsure of approaching him. In the Tower of Heaven arc, she mentions to Gray that she is now an independent mage once more, but Gray notes that she has probably has her eyes set on Fairy Tail. She is quite willing to do anything for him. When Juvia is upset rain surrounds her. She is the only member of the Element 4 to be shown after the Phantom Guild arc. Zorin Blitz is another of Millenniums officers, charged with the mission of assaulting Hellsing HQ. Her forces are met by stiff resistance from Seras and The Geese, but her illusion abilities makes her a fearsome adversary. Zorin's most remarkable features are her tattoos, covering one half of her body, and her weapon, a giant scythe.

A classmate of Sakura's, and the Student Council Secretary. For no reason at all he would set up a table in the middle of a hallway and drink some tea. He seems to enjoy bondage, as he constantly carries a book around with the cover having the woman in a kinbaku. He is later to be revealed as a Code: Breaker as well, under the code-name 02 (and with this all the even Code: Breakers have been introduced: 2, 4, and 6). Like Rei he also uses the same Code of Hammurabi, but instead of Evil for Evil he replaces it with "and eternal shackles for the evil." He also doesn't seem to prefer killing his targets, stating that "life is precious." Heike's power is controlling light. His Lost form (the form each Code:Breaker takes when he/she temporarily loses his/her special power due to overuse) has not been revealed, as Heike always wears a full-body metal armor to cover himself when in his Lost form, but others describe it as "something incredible". In chapter 109, it's revealed that Heike is actually over 100 years old. He was born in the Meiji era and enlisted in the Imperial Army, all the while concealing the fact that he had a special power. At that time, the government was secretly carrying out a project to exploit the powers of power users, who were said to be of great aids to Japan in times of crisis. However, as Imperialism took over, the Imperial Army started a relentless purge of harmful and rebellious power users. It was at that time that Heike met the Code:Emperor, who were using his flames to protect fellow power users. Enchanted by the Emperor's strength, Heike joined him, and with 2 others (making them a group of four), founded Eden, an independent organization with focus on the research of special powers. Heike's shown to have a berserk side, which Yukihina describes as being akin to a mad dog, in contrary to his usual composure and just attitude.
A remnant of the strongest power user known to Eden, the "Code:Emperor's" soul which resides in Ogami's left arm (the arm of the Code:Emperor grafted into his body) and is the actual controller of his Azure Flame power. He's conceited and often looks down on the Code:Breakers, but can be easily moved to tears. After he finds out that Rui is his favorite singer "8 tears" he starts to have a crush on her. His power, beside controlling the blue flame, can be used to summon dead people's souls from hell. Later on, he's shown to take the form of a crowned young boy inside Ogami. According to him, this form is merely temporary, due to the lack of his full original strength. In the Meiji era, the Emperor, along with Heike, Sakurakouji Sakurako, and one other person, founded Eden.
The security guard of the basement in Shibuya mansion. She's a mechanical doll created by Shibuya with the power to "drain" power from power users, thus making her a perfect protector of the Pandora's box. She bars anyone from entering the basement, except Ogami, whom she seems to recognize. Inoichi used to be Sakura's caretaker when she was little and raised inside Eden's laboratory. She's programmed to protect Sakura, and tends to follow her everywhere. A mechanical doll that was created in order to protect Sakura. Her purpose of living is to protect Sakura. Sakura had a flashback in chapter 66, which revealed that she knew Inochi and was protected by her before she was adopted by the Sakurakouji family. Sakura also remembers that Inochi always stayed by her side when she slept and Sakura always sat on her lap when she was a young girl.
Haruka's younger sister, She initially sees both Takayuki and Mitsuki as older siblings until she finds out they have been seeing each other behind Haruka's back. While Haruka is in the hospital, she visits every day since there is no one else that can keep her company, even if Haruka is in a coma. This shows just how much she loves her older sister. She, like Mitsuki, is a powerful swimmer in her own right, but feels as if she can never match Mitsuki. Her intense hatred towards Mitsuki after the accident can be attributed to the feeling of personal betrayal by someone she considered an idol for throwing away her (Mitsuki's) talent and dreams as well as Mitsuki's betrayal of her sister by her sexual relationship with Takayuki.
