Born from as a noble but after his father was killed by the Japanese, Lee Kang-To, his mother, and his brother became commoners under the Japanese rule. But Kang-To's life changed forever when his brother Lee Kang-San rebelled against the corrupt Japanese government and eventually got tortured so exceedingly, that he became mentally unstable, and Kang-To's family became too poor to afford food let alone shelter. In order to survive in his perilous reality and make money to take care of his mentally unstable brother and sick mother, Kang-To betrays his home country of Korea. Kang-To joins the Japanese police bureau in Korea with the help of his Japanese friend, Kimura Shunji and beats/kills Korean rebels. Kang-To quickly rises up to become one of the most powerful and feared high-ranked police officer in his bureau due to his spine-chilling cruelty and ability to capture whoever he's ordered to hunt down. The only Korean rebel that Kang-To's never been able to capture is the Gaksital himself. Kang-To's clash with the Gaksital will not only open Kang-To's eyes into the truth of his reality and what justice truly is, but will bring Kang-To face to face with his destiny. [spoiler] Lee Kang-To saves his superior, Kimura Kenji by shooting the Gaksital right before the Gaksital was going to kill Kenji. Upon killing the Gaksital, Lee Kang-To unmasks the Gaksital only to find out that the Gaksital was actually his beloved brother, who was faking to be mentally unstable to avoid suspicion. It is later revealed that Kimura Kenji murdered Lee Kang-To's mother which triggered the Gaksital to attempt to murder Kenji. Upon regret for all the sins he's committed, Lee Kang-To seeks redemption and revenge. Lee Kang-To goes to the mountains, looks over the land of Seoul, Korea and puts on his brother's bridal mask, and becomes the Gaksital.

Rise Fujiwara is a third-year student at Kyuushuu Sekizan High School in Kagoshima Prefecture and a supporting character in the spin-off manga "Saki: Achiga-hen episode of side-A". Although she is one of the strongest mahjong players in her prefecture, Eisui Girls' High School's Komaki Jindai was able to seal her attacks in the previous year's prefectural qualifying tournament.

Genji's easygoing best friend and occasional rival. The son of the Minister of the Left and the older brother of Lady Aoi. Like Genji, he too has a reputation as a playboy.

Rise Okitsu is a new student at the very prestigious Jyoshioka Gakuen Private High School, which was formally an all girls school. When the story starts out, she's in the commoner class, though at the top of her class. She ends up hiding in a closet and there Azusa Mizutani finds her when he himself is trying to hide from all the crazed girls chasing him from the S-Class; the richest of the rich class. To make the girls go away, Mizutani makes a split second decision and pledges himself to Rise so that the girls back off, and suddenly she's the pretend girlfriend of a very attractive and sought after guy. With this though comes lots of bullying from the other female students, and it's hinted that something like this has happened before in middle school. After constant bullying, Rise is transferred to the S-Class by Munechika, a disciplinary committee member whom has ties to people in high places, and is also another rare male student. Okitsu is usually seen as a quiet girl, but with Mizutani and some of the other guys, her true colors come out and it's seen that she is easily flustered and becomes violent when upset, often times abusing Mizutani.
