He may have been infected by the virus, though by his own words, it seems to be out of duty. But these words are questionable as they were said with much reluctance, possibly wanting to oppose Sigma. Thus he may be a sort of innocent victim of the war. X had to kill him in the Death Rogumer. In The Day of Sigma OVA, Storm Eagle was at the Missile Base prior to Sigma's revolt, and he was moved to the 17th Elite Unit for a short time. X and Zero respects Storm Eagle, being Zero apparently related to him somehow. Vile, however, hates him.

Chill Penguin, is one of the Mavericks from Mega Man X based on a penguin. He was a Maverick Hunter from the 13th Polar Region Unit. In the OVA The Day of Sigma, he moved to the 17th Elite Unit and was under Sigma's command. When the revolt started, it sounded fun for him, so he joined up to exit from his boring post on the South Pole. He didn't get along with Flame Mammoth.

VAVA, he used to be a Maverick Hunter prior to the first X game and was ranked S-A Class in Sigma's 17th Elite Unit prior to his commander's rebellion against humanity.

The original creation of Dr. Wily designed to destroy Dr. Light's ultimate creation, X. Due to a heated battle with Sigma, Zero lost his memory and instead joined X's side in maintaining world peace as a hunter. Zero was the original carrier of the Maverick Virus. During the battle with Sigma, he passed it on to Sigma, making him the new carrier. Zero lost his memory in the process.
