A 3rd generation city employee, who works at the city welfare department, he is assigned at the 1st section that issues nursing certifications. He claims to be good at almost everything and he is quite a charmer that he is able to get email addresses from pretty clients, even boast it to his superior, Taishi. Though, a slacker he wouldn't hesitate to go out of his way to help out Yamagami and Saya when they're having trouble dealing with difficult clients. He always teases Yamagami that he would find himself earning her ire. He is also good in ventriloquism and is fluent in sign language, despite only learning it recently. He ends up falling in love with Lucy and after confessing to her after finally getting her to believe he was serious they start dating. It is his father that okayed Lucy's name. Unlike in the anime in the manga she doesn't find out until she overhears Hasebe's father telling the chief he was the one who okayed it right when Hasebe was about to finally tell her after having chickened out previously doing it. Masato's father is unknown. Masato's mother remarried Kaoru. After she dies Kaoru treates Masato like his own son but Masato is secretly in love with Kaoru. He hides it due to he's his new father. Masato is an art director like Kaoru but Kaoru was much more famous. One day Kaname who has PTSD (post traumatic stress disorder) and needs to be hugged when he remembers the past, he also gets really horny. Kaname seduces Masato while Masato doesn't know that Kaname was abused and this is an illness. Because of Kaname's appearance - which resembles Kaoru - Masato cannot hold back and has sex with Kaname. Kaoru tells Masato that he has no long to live and that he wishes for Masato and Kaoru to become brothers. Masato tells him that it's already too late to become brothers. When Kaname secretly hears it he runs away. Masato finds him and his stepfather who is about to abuse Kaname again. He saves Kaname and offers him a deal: As long as their new father Kaoru lives they act as brothers - that will be their crime. It's because Masato cannot become brothers with Kaname.
