His appearance is heavily stylized compared to the other characters, and he is known for his hot-blooded yelling and highly energetic movements and poses. OVER is the ruthless third member of "Four Heavenly Kings", the four elite members of Tsuru Tsurulina IV's Hair Hunting corp. (whom also includes Gunkan, Purupu and Halekulani) Unlike many Hair Hunters outside those seen much earlier in the series, OVER takes his job of ripping the hair out of the subjects of the Maruhage Empire extremely seriously and will treat all in his gaze as prey. This harshness for his job includes the treatment of his own teammates, as seen by his scalping of both Gunkan and Kitty Poo after their failures against Bo-bobo and the Hajike rebels. Although OVER can and will attack with little or no notice, he mostly controls his hair hunting activities from an ancient Japanese castle, where he controls a platoon of various ninja-like warriors including The Five Hidden Killers (dub: The Ultimate Five Assassins), who themselves are known for their stealth and abilities. He has noticeably long white hair and eyebrows with pointy ears and long chin. He wears a short black jacket that reveals his chest and white pants.

Hinako Ninomiya was employed by Principal Kuno to help deal with all the "delinquent" students at Furinkan High. Initially she appears to an elementary school aged child who is rather giddy and excitable. In actuality her tale is much more complex. When Hinako was very young, she was quite sick and was hospitalized. While there she was discovered by Happosai and learned a chi-draining technique from him (he taught her this so that she would stop the nurses from chasing him after he stole their underwear). When Hinako uses this technique she grows into an older, twenty-something woman (her proper age). But the rest of her time is spent as a young, energetic child. Her personality changes to reflect her different ages. Hinako is the homeroom and English teacher at Furinkan for the 10th grade. She also has quite a crush on Soun Tendo because he was nice to her when she was in her child form. Miiru is a new freshman at the college Taka, Keisuke, and Tetsuya attend. She decides to join Keisuke's Ancient Chinese Mythology Club, where she sees and reads some of the "Shi Jin Ten Chi Sho". She believes Keisuke's story about another world inside the book, where his little sister was pulled in and became the Suzaku No Miko. Miiru, however, is the second of the Shitennou working for Tenkou, and has the ability to use blood to control or harm people. She can plant parasites in the blood, or make dolls out of blood and use them as tools for manipulating a person's actions.
