Section 2 Division 2 Team 1: The bubbly, perky, red-headed labor otaku from Hokkaid�. The main character of the show, Noa is usually the one at the center of the action. Noa loves her labor much like a pet and named it "Alphonse", a name previously held by a pet dog and a pet cat she had while growing up. She's impulsive and doesn't think things through, but not nearly as much as Ohta. Noa is arguably the best pilot in Division 2, although both Clancy and Kumagami have shown extreme talent as well but rarely pilot. She has a natural affinity for labors and gets 110% out of it, much to her partner's amazement. The loose cannon of the Special Vehicles Second Division, Ota constantly gets himself in over his head which leads to some humorous, interesting, and sometimes even good outcomes. Ota has a deep love and obsession with guns and although he the type to shoot first and ask questions later, he is actually a really good shot. He is usually the pilot of Second Division's Unit 2 Patlabor.
Section 2 Division 2 Team 1: Son of the head of Shinohara Heavy Industries, the company that makes 90% of the labors in the world. After a falling out with his father, Asuma joined the police force and specifically requested to be assigned to the labor units. Smart, honest to a fault, and sometimes a bit hot-headed, Asuma is a very good officer, although he's often used by Goto as a lackey. Noa and Hiromi's commanding officer in the field, he has a soft spot for the former. Goto recognizes Asuma has some talent in diverse fields, as can be seen in various places throughout the series. Because he possesses a high pride due to being a founder, he looks down upon vampires of other bloodlines. Beautiful blood is his preference and often utters narcissistic remarks. Ordinarily his words are polite, but when he loses his temper his speech will become violent and his speech would often contain hurtful or insensitive words.

Lunar is a childhood friend and rival of Sun. She has used the powers of her mermaid voice to become a pop star idol singer. She seems to suffer from a superiority complex, and she never passes up an attempt to overshadow Sun. She initially thought that Sun was boasting Nagasumi to her, and in an attempt to outdo Sun she decides to steal him away from her by making Nagasumi her servant, since Nagasumi has also seen her mermaid form. Kai is the richest boy in Japan, the fourteen-year-old son of the head of the multi-million dollar Mikawa Corporation. He rivals Nagasumi for Sun's hand in marriage. He is a killer whale from another mermaid group. Strangely while Sun and Lunar are shown in Mermaid form (torso of a human and tail of a fish) whenever they fail to maintain their human forms, Mikawa is shown as an entire Killer Whale when he succumbs to the effect of water. He also has agoraphobia, which is why he travels only in submarines and wears an astronaut's suit in open spaces. While looking for a servant he befriends Saru. His name is related to Mikawa Bay and Neptune (海王星, kai�sei?). (wikipedia)
