She was the mistress of Fu-ou, a previous ruler of Sai. Before meeting Fu-ou she was a prostitute. Fu-ou made her a sage and the mistress of the Suibi Grotto, where she lives. After his death, the Sai-ou who ascended the throne allowed her to retain her rank and possessions. Riyou is a mean-tempered woman. She made Suzu a sage in return for Suzu becoming her servant. However, Riyou was unkind to all her servants, and especially came to delight in abusing Suzu as long as Suzu never gained the strength of will to fight back.
Shoushun is a nyosen (female sage) who resides at Mt. Hou. She is among the fifty oracles dedicated to caring and protecting the young kirin (a creature that chooses the ruler of each kingdom) that are born on the mountain. Shoushun was from village in En that was suffering from Setsuzan (the destruction and devastation of one's kingdom caused by a corrupt king) caused by the previous king, Kyou-Ou, repressing his people. One day, her village had burned down to the ground and only the village children survived the fire. She came upon the shrine of Oubo and prayed to Seioubo of Gozan to be taken to Mt. Hou and become a sennin. Shoushun held onto a fallen pillar and kept chanting to Seioubo until she was visited by the people of Gozan and became a sennin. When Shoushun meets Enki, she becomes his frequent companion and tells him of his duty to eventually choose the next king of En, whose presence should stabilize the state of En and bring peace again. However, she is deeply saddened by Enki's cynicism and determination never to choose a king, believing them to be war-mongers who do nothing but destroy lives and entire nations. Teiei is a nyosen (female sage) who lives on Mount Hou. She is among the fifty oracles dedicated to caring and protecting the young kirin (a creature that chooses the ruler of each kingdom) that is born on the mountain. In The Twelve Kingdoms: Sea of Wind, she is the senior of the oracles on Mount Hou and acts as a mentor to Youka, the newest oracle on the mountain. She has been an oracle for hundreds of years, such that she is no longer certain of her age or how she became a nyosen. In spite of her appearance, she can be commanding, especially towards intruders appear on Mount Hou. Kouko is the queen of Sai, who has ruled the country for twenty years alongside her kirin, Sairin. Prior to becoming the ruler of Sai, Kouko had served as the Taifu, one of the three advisors of Shishou, her nephew and immediate predecessor as king. Kouko's son, Eishuku, served as Shishou's chousai, and she was the foster-mother to Eishuku's page, Seiki. When Suzu flees from the Bluemist Aerie and the service of the flying sage, Riyo, Kouko and Sairin give Suzu sanctuary in the royal Choukan Palace. While Kouko promises that Suzu will not be removed from the Divine Registry, she does not allow Suzu to join the servants taken from Riyou's aerie to work in Choukan Palace. Because believes that Suzu must learn to understand how others are feeling rather making assumptions and becoming disappointed when the person does not live up to her expectations, Kouko sends Suzu away to try and see more of the world. While she is somewhat disappointed that Suzu insists on going to Kei believing that the ruler of Kei will understand her better than Kouko or Sairin, Kouko provides Suzu with a travel pass and funds, in hopes that Suzu will learn from her experiences. Kaiko is Keiki's nyokai (female youma who protects the Kirin). She looks like a woman with feathered wings, fur, and bird feet. In her first appearance, Kaiko is summoned by Keiki when he and Youko Nakajima are trapped on the roof of her school by kochou. Kaiko carries the Suiguutou for Youko to wield against the monsters, but Youko's lack of ability to wield the sword and the pressing need to escape results in the group fleeing to the local seashore. After Youko defeats their pursuers, Keiki assigns Kaiko and Hyouki to protect and carry Youko to the Twelve Kingdoms while Keiki departs with Hankyo. Upon arriving, Kaiko and Hyouki are seperated from Youko and Jouyuu and sealed by Kourin, who has captured Keiki for her master. She is freed after Youko is reunited with Keiki and the Kirin is freed from the spell binding him. (Source: wikia)
Jokaku was Youko Nakajima's immediate predescessor as the ruler of Kei. After her death, she was posthumously known as You-ou, the Prophet-King. Jokaku's inability to control of the court resulted in her withdrawal into the Inner Palace and refused to involve herself in governing Kei. She became susceptible to flattery and elaborate gifts from her advisors - including a small village of elderly people and children that she would frequent in order to teach children embroidery and poetry, reflecting the ideal life she wanted; this gift was from Gahou, who Jokaku rewarded by making him the governor of Wa. Her sister, Joei, encouraged Jokaku's withdrawn behavior and used Jokaku's affection for her in order to gain power in court. In hopes of improving Keiki's relationship with Jokaku, the Genkun Gyokuyo on Mount Hou, arranged for Keiki to help Taiki and learn to be more sensitive to the feelings of others. However, Keiki's awkward kindness caused Jokaku to fall in love with him. Out of jealousy, she banned all the women from the palace and then the entire country, so that no else could take advantage of Keiki's kindness. Jokaku's tyranny continued until Keiki fell ill with shitsudou. Grief-striken, Jokaku realized that she had lost the way and ascended Mount Hou to abdicate her throne and end her life in order to save Keiki. (Source: wikia)
Yokuhi is Enki's nyokai (female Youma that protects the Kirin). She has the appearance of a woman with feathers and scales all over her body, feathered wings, a lizard tail, and bird like feet. She managed to find Enki in Hourai when he was about to die from exhaustion and bring him back to Mount Hou. After that she serves as one of Enki's Shirei. (Source: wikia)
