Mai-Otome Lena is the first important character to appear, although she is not introduced by name initially. She is a famous Otome, once extremely skilled and powerful, but chose to give all that up in order to bear a child. She is the original owner of the Blue Sky Sapphire. Wounded during a raid on Windbloom Castle, she sent the baby princess of the Windbloom royal family down a river along with the Blue Sky Sapphire, but was soon after was caught by the forces of Aswad, and was killed. Sergay Wáng, who at the time was a visiting exchange student, observed Lena at the palace and developed a crush on her. She is the mother of Arika Yumemiya. After her death, her corpse is stolen by Schwartz to be used to power the Valkyrie system. After destroying the container that held her, Arika obtains the full power of the Blue Sky Sapphire. Mai-Otome 0~S.ifr~ Lena is 16 years old and is the Meister Otome for the King of Windbloom, Bruce Blan Windbloom II, and originally wears a different Meister GEM, the Lofty Crimson Jade. Her Element with the Jade is a bow. She went to school and is good friends with Elliot and Raquel. Lena is afraid of her overwhelming power as an Otome, and avoids materializing whenever possible. After Lena and Bruce rescue Sifr from Kiddo she looks after and protects her, and the two quickly become good friends. Lena uses the alias "Rena Yumemiya". She is called the Monster of Garderobe by her enemies because of her amazing power. Her power overwhelms her GEM during a fight with Schwartz's cyborg, M-9, and the GEM cracks. Lena's new Meister GEM, which is finally capable of keeping up with her ability, is the Blue Sky Sapphire. Her new Element is a crystal spear, the Blue Sky Sphere. She bears a HIME-like mark on her chest, which makes her a true HIME, so she has manifested a true child and element Artemis. Plus she is a familiy member of the Searrs Family, which gives Miyu reason to protect her as inheriter of Alyssa's bloodline. She has manifested a set of golden wings, similar to Miyu's visions of her ancester, Alyssa Searrs.
Fuji is a giant, considered a freak by everyone around him. One day he was attacked and almost killed but the old man Saizuchi found him and took him in. The gentle, depressed Fuji was in an ideal state for Saizuchi to manipulate his emotions and turn him into an unbelievable fighter. Saizuchi keeps telling Fuji that he owes him for saving his life and uses that to control him. He was easily defeated by Hiko Seijūr�, though he spared his life, who unlocked his true martial artist's soul and was the first to look at Fuji as someone other than a monster. A warrior fighting against the pacification of Japan, Raijuta attempts to build an army of the most powerful bandits to rebel against the new Japanese government. He saves Yutaro, a child of a rich family, in order to acquire the resources to build his army. Raijuta's fighting style Shinko Ryu has the ability to create a long distance attack that travels through the air with the force of his Katana. This attack injures Yutaro's arm to an extent the nerves are permanently damaged. Raijuta and his plot of rebellion are defeated by Kenshin.
Henya Kariwa was a member of the Juppongatana, an organization under Shishio Makoto's orders.
Houji is Shishio's minion, and, aside from Yumi and Soujirou, he is closest to him. He used to be an official in the Meiji government but lost faith in it when he saw no one in the government worthy of controlling the country. He abandoned his position in the government and eventually met Shishio. Houji, too, envisions Japan as a mighty power led by Shishio, ruling with the principles of basic animal survival. Houji is indeed unique; although he is not proficient in any fighting style, he is a cunning organizer and possesses frightening leadership qualities. His skills as a staff officer figure are quite amazing; he even manages to purchase Rengoku—the gigantic ship, which gets destroyed by Sanosuke, Kenshin, and Saito—on the black market. Houji was 'baptized' by Shishio's intense body heat to kindle in him a belief in hell. Houji strongly believes in Shishio's strength as he throws away a gun he had hidden after learning of Shishio's fifteen minute limit. He is in utter disbelief when Shishio is finally defeated by Kenshin and then attempts to destroy the complex the fight took place so that if Kenshin died, there would be no victor; thus Shishio would never have been beaten. As the complex collapses, Houji was saved by Anji and Soujirou. Anji convinces Houji to surrender himself to the police, and Houji agreed with the intent of using the criminal courts to project Shishio's ideals and plans. At the end of the Shishio arc, it was revealed that Houji committed suicide in prison after government officials decided that his voice was too dangerous and refused to grant him a trial. After slitting his throat, he wrote a message on the wall with his own blood: "This world is dead to me now. I go to follow my master to hell". The message was directed at the Meiji government to convey Houji's disgust with the regime and his loyalty to Shishio.
