Professor Araragi is the resident Pokémon professor of the Isshu region. She is the first main series Pokémon professor who is female. She offers Tsutarja, Pokabu & Mijumaru to prospective trainers. While Araragi is the first female professor in the games, she will not be the first female professor in the anime, being beaten by Professor Ivy of the Orange Archipelago by more than ten years.
Ryuu-ou is the Bushinshou of the West, also the King of the RyÅ« clan. He died in volume 9 of the manga. Ryuu-ou went after Ashura after he ran off to find his mother, however in the end Ryuu-ou is killed by the "real Ashura", Ashura’s other side who is the god of destruction who wants to destroy everything. Ryuu-ou apologised to Ashura saying he can no longer keep his promise of protecting Ashura.
One of Sawako's classmates, easily swayed by other people. He generally appears in the background. Jounouchi is very attached to Kazehaya, which usually results in him unwittingly interrupting conversations between Sawako and Kazehaya. At one point, he is rejected after confessing to a girl he liked and is comforted by Kazehaya. After hearing about how Yano broke up with her boyfriend, he sets his attention onto her.
Kouyuu Li holds the rank of Vice-Secretary of the Civil Affairs department, serving beneath Reishin Kou. Kouyuu was an orphan living in the streets before he was adopted by Reishin thirteen years ago; he survived by selling tickets to a street lottery of his own design in which the prizes included branches of plum blossoms and bags of salt. Kouyuu became the youngest person ever to pass the official examinations at the age of 16 (six years prior to start of series), taking the top ranked "Jougen" spot. As the series begins, Kouyuu (now 22-years-old) has been assigned directly to the Emperor, a position that infuriates him because the wandering Emperor never carries out his duties and can rarely even be found. After Ryuuki agrees to be tutored by Kouyuu, however, and begins taking an active role in government, Ryuuki offers Kouyuu an iris flower as sign of trust. Kouyuu openly accepts the flower as a token of his loyalty and his belief that Ryuuki is a worthy Emperor. Kouyuu often works closely with the Emperor and revises the work that Ryuuki does, such as written proposals. Despite his reputation as a genius, Kouyuu is notorious for having no sense of direction. He gets lost in the palace within 30 steps and it sometimes takes him two hours to get to a destination that only takes 15 minutes for another person. (Though, he does seem to find his way when there's trouble.) He has a close relationship with Shuuei Ran, though he loudly denies being the latter's friend. He's easily annoyed and gets nervous speaking in public. He frequently states that women are nothing but trouble and refused all offers of marriage after he passed the official exam, despite receiving many proposals from families eager to tie themselves to an up-and-coming star. In charge of the Department of Treasury and Taxation (Finances). Wears a mask all the time and always has his hair loose. He has many different kinds of masks, most or all of which are given to him by Reishin. Though he changes them all the time, he's never seen without one. His masks also have a button which opens the part that covers his mouth and nose, allowing him to drink or eat in public. Many find him mysterious, eccentric, and strange. He often gets into meaningless, friendly arguments with Reishin. He and Reishin have a very friendly relationship. Houju is also known, only by those who has seen his face, to be very attractive, even to men. As it was shown in a later episode when his face was revealed to one official. The granddaughter of Enjun (Sa-Taihou), her father and mother were murdered nine years ago by her cousin, Sakujun Sa, though that fact is unknown to her. Her ability to speak was sealed by her grandmother, Eiki, when she was a child, and so she communicates primarily through writing. Because she is of the main Sa line of descent through Enjun, she is a threat to Chuushou and other branch family members during their power struggle. For her own protection, she is hidden away and watched over by Shourin and Youshun, under orders from Ensei Ro. Later, she uses her strange power to rescue Kokujun together with Shurei. He's very witty and wise. He served Lieutenant Governor to Rou Ensei when he was the Governor for the Sa Province. As the conflict rose, assassins were sent to kill both of them. As a result, Ensei set out on a journey to seek an audience with the Emperor in order to have a suited person assigned as Governor. During this time, Tei Yuushun chose to lock himself in a prison cell.
