Ascot is a Palu, a young child with the unusual ability to summon monsters, whom he considers to be his friends. Although hideous, they have no ill will, but villagers still fear them. Thus, Ascot was driven away until Zagato offered to give him and his friends a home in exchange for serving under him. In the anime, he destroys Presea's house with his monsters, and essentially causes her death; later, he confronts the Knights again (their first encounter in the manga), but Umi slaps him for using his friends and causing them pain. This causes a change of heart in Ascot, and he then forsakes Zagato. In the second series, he has used the power of his own will to make himself into an adult because of his love for Umi. Also, he still summons monsters but has learned other spells from Clef to avoid using his friends as living weapons. In the anime he is able to tell Umi his feelings before she leaves to fight Tarta. Umi replies that she loves him as well, but just as much as everyone else in Cephiro, and that she didn't have any romantic feelings for him. Section 2 Division 2 Team 1: The bubbly, perky, red-headed labor otaku from Hokkaid�. The main character of the show, Noa is usually the one at the center of the action. Noa loves her labor much like a pet and named it "Alphonse", a name previously held by a pet dog and a pet cat she had while growing up. She's impulsive and doesn't think things through, but not nearly as much as Ohta. Noa is arguably the best pilot in Division 2, although both Clancy and Kumagami have shown extreme talent as well but rarely pilot. She has a natural affinity for labors and gets 110% out of it, much to her partner's amazement. The loose cannon of the Special Vehicles Second Division, Ota constantly gets himself in over his head which leads to some humorous, interesting, and sometimes even good outcomes. Ota has a deep love and obsession with guns and although he the type to shoot first and ask questions later, he is actually a really good shot. He is usually the pilot of Second Division's Unit 2 Patlabor.
Leader of Division 1. She is highly regarded by everyone in the police force and has a solid relationship with all of her coworkers. This is especially true of her relationship with Goto, which is difficult to sum up but can be described as interesting. Nagumo is a by-the-book style captain, as opposed to Goto who will often do many unconventional things to meet a goal. Yoshino Chiaki, is a 28-year-old shoujo manga artist known as Yoshikawa Chiharu. His editor in-charge is Yoshiyuki Hatori, who is also his childhood friend. His two best friends are Hatori and Yanase, but the lines between friendship and love begin to blur after a number of confusing incidents. Section 2 Division 2 Team 1: Son of the head of Shinohara Heavy Industries, the company that makes 90% of the labors in the world. After a falling out with his father, Asuma joined the police force and specifically requested to be assigned to the labor units. Smart, honest to a fault, and sometimes a bit hot-headed, Asuma is a very good officer, although he's often used by Goto as a lackey. Noa and Hiromi's commanding officer in the field, he has a soft spot for the former. Goto recognizes Asuma has some talent in diverse fields, as can be seen in various places throughout the series.
