Nojiko is the adoptive older sister of Nami (the two are not biologically related but were raised together by Bellemere). She plays a major part in the Arlong arc as she reveals Nami's past to the Straw Hats and helps rescue Luffy with the help of Genzo after Luffy is thrown into the ocean by Arlong with his feet stuck in a block of cement. Her right arm is covered in tattoos, which she got to help Nami not to feel ashamed of her tattoo of Arlong's pirate logo. After trying to stop Nami from attacking Captain Nezumi, a Naval officer who tries to take the money Nami raised for her deal with Arlong, Nojiko was shot by him in the back. However, she survived. In the manga, she gave her bracelet to Nami. She appears later again, and is glad that Nami looks happy in her wanted poster.

Gray is based on the Lizard in the original Alice in Wonderland. He works for Nightmare, though is often reduced to acting as a nanny of sorts in order to force Nightmare to do his work, and tends to be a workaholic, pushing his subordinates to do the same. In contrast, he is notably a poor cook and artist, despite his best efforts. By nature Gray is a kind man who cares for people and animals, but he is also a former assassin and a deadly combatant. As a result, he is unwillingly Ace's designated sparring partner as he is the only one who can match the Knight of Heart's skill. Gray often compares and sees himself as inferior to Julius, particularly in regards to his relationship to Alice. He is voiced by Nakai Kazuya in the game.

Fleet Admiral Kong was the head of the Marines 25 years ago, at the time of the battle of the Edd War, between Gol D. Roger and Shiki. He was seen receiving a report about Shiki fighting Roger, and when Vice Admiral Monkey D. He comes off as kind and sweet, but is actually off his rocker, one could say. His hair is light blonde and his eyes are violet, but were colored blue in earlier artwork. In the anime adaptation, his hair was colored beige. Belarus and Ukraine are his sisters. Ukraine basically raised him and Belarus, and was the one that gave him his scarf (which is beige in the manga, but was colored pink in the anime). Belarus is madly in love with him, and wants to marry him. Usually when he thinks about either of them, he becomes very depressed afterwards. In the past, Russia had control over the Baltic Brothers (Lithuania, Estonia, and Latvia). The three worked in his house and were the subjects of his torment. He especially picked on Latvia, whom he teased because of his height. Russia also showed particular interest in Lithuania, even forcing him to accompany him on a trip when Lithuania said that he had a date with Belarus that day. As for Russia’s southern neighbor, China, he is very suspicious of Russia and afraid of him. Russia constantly says to China that they should become one, but China thinks otherwise. On a few occasions, Russia has stalked him, even dressing up in a panda suit to do so once. His personality is rather twisted, though he seems to think that it’s perfectly normal. He appears pure-hearted, sweet, and innocent, but he possesses a “childlike” cruelty. Despite his cheerful smile, Russia can be described, more or less, as insane. Because he suffers from harsh winters every year (personified as “General Winter”), he has come to hate the snow and wishes to live in a warm place with sunflowers one day. He loves vodka, so much to the point where he shouted “VODKA!” while jumping out of a plane, wearing no parachute. Russia has been noted to chant “kolkolkol” when angry as a threat, which was confirmed as being a reference to kolkhoz (collective farming in the former Soviet Union). His last name “Braginsky” is often romanized as “Braginski” in fandom. The more correct spelling would be “Braginsky” since last names ending with “-ski” are usually of Polish origin, while last names ending in “-sky” are usually of Russian origin.

Vivaldi is based upon The Queen of Hearts. Like the character in Carroll's book, she regularly orders the beheading of servants for the smallest of mishaps. She tends to use the majestic plural and is demanding and dangerous. A beautiful and composed woman who shows little emotion, she does expose her feelings towards Blood when Peter and Ace inform her of his interest and advances to Alice. She loves cute things and has a secret room full of stuffed animals. Only a few select maids know of her collection. She seems to have deep feelings for the king, but will never admit it. As the Queen of Hearts, she is the only person aside from Alice who is able to keep Peter in line. Vivaldi is secretly Blood's older sister.
