Leader of Division 1. She is highly regarded by everyone in the police force and has a solid relationship with all of her coworkers. This is especially true of her relationship with Goto, which is difficult to sum up but can be described as interesting. Nagumo is a by-the-book style captain, as opposed to Goto who will often do many unconventional things to meet a goal. Section 2 Division 2 Team 1: Son of the head of Shinohara Heavy Industries, the company that makes 90% of the labors in the world. After a falling out with his father, Asuma joined the police force and specifically requested to be assigned to the labor units. Smart, honest to a fault, and sometimes a bit hot-headed, Asuma is a very good officer, although he's often used by Goto as a lackey. Noa and Hiromi's commanding officer in the field, he has a soft spot for the former. Goto recognizes Asuma has some talent in diverse fields, as can be seen in various places throughout the series. Section 2 Division 2 Team 1: The bubbly, perky, red-headed labor otaku from Hokkaid�. The main character of the show, Noa is usually the one at the center of the action. Noa loves her labor much like a pet and named it "Alphonse", a name previously held by a pet dog and a pet cat she had while growing up. She's impulsive and doesn't think things through, but not nearly as much as Ohta. Noa is arguably the best pilot in Division 2, although both Clancy and Kumagami have shown extreme talent as well but rarely pilot. She has a natural affinity for labors and gets 110% out of it, much to her partner's amazement. The loose cannon of the Special Vehicles Second Division, Ota constantly gets himself in over his head which leads to some humorous, interesting, and sometimes even good outcomes. Ota has a deep love and obsession with guns and although he the type to shoot first and ask questions later, he is actually a really good shot. He is usually the pilot of Second Division's Unit 2 Patlabor.

Wendy found her as an egg and they have been together ever since. They are very close and Carla sees it as her duty to protect Wendy from danger. Charlés is actually a magical creature, called Exceed, that comes from the world Edolas. The official reason for the Baby-Exceed to be sent to Earthland is to kill the Dragon Slayers. As it turns out, the real reason was to protect them from the destruction of Edolas and the Exceed-kingdom of Extalia. It is also later discovered that she is the Exceed's princess, daughter of Queen Shagotte and as such she possesses the same power as her mother: prevision. Due to that, she always knew of the pretense mission of the Exceed in Earthland and believed it to be her actual mission; to kill Wendy. This causes her a lot of stress and psychological pain during the Edolas arc. Her personality is strict and straight. She disapproves of fooling around. Towards Happy she is very cold at the beginning but starts to soften over time. Especially during the Edolas arc has their relationship improved.
